I am very pleased to invite colleagues and members of the IIPF to its 63rd Congress, which will be held at the University of Warwick in August 2007. The University of Warwick is younger than the IIPF, having only recently celebrated its 40th anniversary. But in that time, it has already grown into a leading institution for research and teaching. It has always had particular strengths in research in public finance and public economics, and so it is very fitting for it to host an IIPF Congress. Under the chairmanship of Professor Richard Cornes, an excellent scientific committee will ensure that the academic content of the Congress lives up to its usual high standard. The theme of the Congress is “Global Public Goods and Commons: Theoretical and Policy Challenges for a Changing World”, though of course many other issues in public finance and public economics will also be presented and debated. Among other things, the social programme will include a visit to a much older local institution, Warwick Castle, which was originally built in the 11th century.
